It isn't wrong to use the handicapped stall at any time however you should allow an obviously handicapped person to cut in line to use the stall or at least offer to let them go ahead of you. Sometimes people in wheelchairs have issues with bladder or bowel control so it's good to offer to let them go ahead of you. For those who might consider what I just wrote to be offensive - I am saying it out of experience with disabled people. Someone who has to use a wheelchair has lost some control over their body's movement and that frequently includes bathroom function.

Why would you use the handicapped stall if the restroom is empty? just use the regular one. It isn't wrong, handicapped stalls are often used by non-handicapped people when the restroom is FULL and there is a line. but let the handicapped person use it if there is one there.

If there are no other stalls available, it is perfectly alright. The law requires that there BE a handicapped stall, but does not require that it be for the exclusive use of the handicapped... unlike parking spaces.

No, cause I do it all the time. I prefer those stalls & if no one's in there, than I'll go for it.
But if I see a handicapped person or mom w/kids, than I'll use the regualar stalls.

Yes it is. The WORST is when mothers take their kids in there and take all day about getting all 3 of them to pee.

My former retail manager was in a wheelchair. She finally resorted to wearing Depends to work because she usually couldn't get into the handicap stall - people would get in there and take forever.

Of course not.
If there is a person in a wheelchair waiting to use the stall, however, of course you would let them go to the stall ahead of you.

To be honest, I prefer using such stalls because the seat is higher, and I am over 6 feet tall.

I would not use it if all the stalls were empty, just in case someone came in needing it.

Now, if the stalls were FULL except that one, no it isn't wrong and I'd definitely use it.

I try to use the regular stalls as a matter of course - however, it depends. I mean, if you're planning to read the newspaper for the next hour - use a regular stall, please. But if you have small children in toe etc. then by all means, use the handicap stall.

I do it all the time without really realizing it. Sometimes its the only stall available. I think if its totally empty its okay as long as you make it quick.

Regarding making a handicapped person wait-- That happened to me once, and I did feel bad. Then I realized, toilet would hardly ever get used if the rest of us didn't, and if I had been handicapped, she would have had to wait anyway.
