my friend is from canada and she wants to go to new york to see me but she has a puppy and wants to bring him, but she thinks you can not bring animals across the border, is it true?

Yes she can bring her dog, just needs proof of rabies papers. Here is the website from the US government:

no clue, u would have to clear that with the border first. just bring his vet papers, but i dont think they alolow animals to cross the border.
