Because for girls it is so much easier to love and to show are affections for the ones we care about. For most guys, they like to keep all their emothions inside. So why a girl might wait or hint that they would want you to say I love you first. Its because they know that if you decided to show that emotion first then there really must be something there. And then they can finally open up to you and share also the feelings they have. Without being scared of dissapointment, or driving you away.
And sometimes unfortantely with girls once they actually hear the words Some (and I say some, not all) get scared and realize they dont want to be in love. Its sad, but loves funny that way!

Much of this is traditional, and is based on the fact that we women used to be considered "property" of our fathers, until we got married, which is when we'd become "property" of our husbands. Basically, our feelings on the matter were simply not considered, so we have learned to wait to hear from the men in our lives about what the next steps will be.
You can see that this is changing over time. We women are getting much better at being the initiators, in the working world, in relationships, and even in bed! Hurrah for us! We're finally learning how to actually get what we want!

Part of it is tradition, as mentioned earlier. And the other half is movies n media today. Books, movies, stories, its every where, all over the world. Two people fall in love, and its always the guy who makes the first move. I guess its that influence.

Because guys usually take a little longer to catch the commitment bug than we do. It's not that big of a deal. usually you know the answer before you ask....if you don't you should work on the communication a little before you do.
