can I say SECRETARY RESPONSIBLE and ADMINISTRATION RESPONSIBLE? they are charges covered by s.o.

Depends on the context...

You can say "she is the secretary responsible for this awful mix-up" but you can't call the person in charge of secretaries the "secretary responsible". (Are you French speaking? Because I know you can in French.)

For Administration, similar story but you might have to say something like "There must be someone in the administration responsible enough to handle it".

But if by "they are charges covered by s.o." you mean "they explain what someone is in charge of" (which again sounds French), it's a no. Responsible is never a noun in English.

Can't help noticing that you have had no replies to your question though you posted it over an hour ago. Could it be that no one is actually very sure what it is you're asking? It's not all that clear.............
