Well, I will offer my advice to you.

First, research your city's ordinance laws. You can call or visit your local police department and ask them. They will know.

If the information you receive from police about the noise ordinance is consistent with the neighbor's car, then report your neighbor while still on the phone or at the station.

If you are not sure the vehicle violates the noise ordinance, ask the police to go and check it out anyway. It may take a few days.

If you visit the station, you will have better results. Also, carry other neighbors who are also upset about the car as well.

I don't think there's anything you can do about what someone else drives. If they constantly rev it after midnight, maybe they'd break noise ordinances, and the police might warn them or ticket them for it.

WE HAD A SIMILAR PROBLEM. I DON'T KNOW WHERE YOU LIVE BUT THEY HAVE A LAW AGAINST NOISE SUCH AS LOUD CAR STEREOS, BARKING DOGS, ETC SO, I WOULD CONTACT YOUR LOCAL POLICE AND TELL THEM WHAT THE PROBLEM IS, AND THEY WILL TELL YOU WHAT CAN BE DONE. GOOD LUCK , IT WORKED FOR US.
