A pastor is commanded to be the "husband of one wife" and to live his life "blamelessly." While a pastor who has sinned and repented should be forgiven, he should leave his position for the sake of the congregation, as a good example.

I'm assuming by pastor you mean preacher. Pastors/elders/bishops are the leadership in the church (with the qualifications-husband of one wife, blameless, etc); while preachers preach sermons, hold Bible studies, etc.
First, you should talk to the pastor to make sure you are not listening to gossip. Hopefully, the elders will already know about this since they are involved in guiding the flock and making sure false doctrine is not being taught. If you know the elders are taking care of it, then just stay out of the way.
The goal is to talk to the person, help them to see their sin. Hopefully they will repent. If it is a public sin, they should go before the congregation to clear the air. Even if it isn't public, they may want to ask for the prayers of the congregation. If the person repents and does change, there may be no need to fire him, unless he or the elders feel he cannot be effective in the position he holds becasue of his actions.
This is one passage dealing with it.
Matt 18:15 “Moreover if your brother sins against you, go and tell him his fault between you and him alone. If he hears you, you have gained your brother. 16 But if he will not hear, take with you one or two more, that ‘by the mouth of two or three witnesses every word may be established.’[b] 17 And if he refuses to hear them, tell it to the church. But if he refuses even to hear the church, let him be to you like a heathen and a tax collector.

*** So your pastor commits adultery....? What does the bible say to do hypothetically? =) lol ***
Don't know about hypothetical, the Bible says it straight out.
The only qualifier was to be a man or woman.
The Bible Leviticus 20 : 10
" If a man commits adultery with another man's wife, with the wife of his neighbor, both the adulterer and the adulteress must be put to death ".
This commandment is mostly ignored though, such being somewhat unenforceable now, these days in most places.
Have a pleasant day.

1 Cor 5, gives us a portriat for how to deal with one that is in sexual immorality. 1 Tim 3 also gives us criteria for the office of pastor and church leadership (deacons).
In this day and age it is important for Christians to "avoid the appearence of evil" and pastors and deacons are no exception. It is difficult to determine a persons private life if one is hiding sin. (Ref Pastor Ted in Colo).
The scripture is plain, "do not be deceived God is not mocked", if you are a leader in the church and you are engaged in sin you will be found out eventually. Even if you are able to fool the congregation, you can not fool God.
As for your question I agree with others that have responded this individual is a member of the congregation as well, and while they should step down from the leadership position they hold they must be lovingly restored to right fellowship.
They may not be able to hold the office of pastor again, but could after a time lead small groups and assist. They should be delt with for a short period of time, and every step possible should be taken to protect and restore the marriage.
Christians should remember that we are at war with an evil so powerful that we can not stand against it alone. We must band together in prayer and in the Holy Spirit, and Pastors and church leaders need to confide in small mens groups about problems in their spiritual life, before the problem gets out of hand.
We must inside of the confines of our church fellowship begin to be bold with one another, in small groups, not to confront, but to build up, to edify each other untill He comes.
Pastor Ted by the way is not done yet. I believe that he will be restored to some form of ministry somewhere, someday, because God says "all things work together for good, to them that love God and are called according to His purpose". Sin may get in our way on occasion, but "Greater is He that is in you than he that is in the world".

My dad was a church elder and he had an affair. Yes he's a scumbag but these things happen to all people. Pastors and church leaders are just people, there's nothing that makes them holy or above sin. Sadly the divorce rate in the church is no different than the divorce rate for the general public. Christians need to stop getting into a tizzy about gay marriage and realize that they've already ruined its sanctity.

A pastor is a human too and quite capable and making mistakes just as everyone else is. People often get hurt in church because they put their focus on what the pastor is doing and then if he screws up they scream hypocrite and stop going to church. If you go to a church your focus should be on the Lord, and if other people around you stumble. . .it will not cause you to stumble as well.

Expose the sin.
Minister to restore the pastor in his relationship with God.
But not necessarily restore him/her to the pulpit.
