I have been wanting to ask this exact question myself! Some of the things I read on here are really scary.
I think at least a permit to breed might be in order....basic knowledge of heat cycles, pregnancy needs, birthing etc!
One thing to keep in mind is that I get the sense that about 50% of the questions on here are asked by people under the age of 15.....if that helps.

And too many children are abandoned, abused, and neglected for the same reasons. There are just some things that can't be regulated.
Besides, what would be on a "basic canine knowledge" test, and who or what would determine if a person is qualified for a permit? Suppose Person A lives on a farm and has an outdoor working dog that is provided with food, water, and shelter but has received no obedience training beyond his "job"; Person B has a small dog in an apartment and does not use a crate when away but has worked at obedience training; Person C has a house, crates when away, but has only trained for a few select commands.
Assuming all dogs are healthy and not aggressive, would each of the three people have qualified for permits? Are one or all of them "bad" owners?

Well, first off.... The idiot test could not be the same on they use in the NFL. (Look what happened with the whole Michael Vick thing.)
Maybe there should be an "idiot test" AND a "jacka$$" test.
If you fail the "idiot test" you have to attend "basic canine knowledge" class to be educated on how to properly take care of an animal. Also be educated on "realistic expectations" of a dog. (Dogs get humanized to such a point it is unfair.)
If you fail the "jacka$$" test.... YOU ARE NOT ALLOWED TO HAVE A DOG! I am soooo tired of jerks getting their hands on defenceless dogs. They torture the poor creature and then when the dogs react and bite them..... euthinasia or the pound.
Now...... being a person against all breed bans. I feel that people buying a dog that is on the chopping block because of breed bans should have to pass an ADVANCED dog care class. If we could just get these breeds that are in danger of being banned ACROSS THE COUNTRY out of the hands of jacka$$es and idiots, these dogs would stand a chance.

Yes I asked this question along with advice on how to take steps to change things but got very few answer although people seem to very easily judge you for your past mistakes that you can't change, they are not very willing to offer solutions to make the problems better.
I am going to volunteer at my local humane society after I take the orientation class in a few weeks, I have to wait but if I could I would do it now. They do have education programs where they go into schools and other places to teach people about responsible pet ownership and how to act around animals as well as training classes and help with behavior issues but as it was explained to me it is very hard to get a law about pet ownership and even if you do who will regulate it and how will you define a violation and......... it takes a lot of time and money and manpower to do something like this so it won't happen.
So I am going to do my part by telling people what I know especially not to enter into pet ownership lightly. If you don't think you can keep the animal for its lifetime or yours if you are elderly then don't get it. Also find out all the facts and learn to pick an animal that you can handle.

What scares me even more than some of the questions are some of the answers people give.
Don't get me wrong, I've seen some very knowledgable answers here....but it seems like there's also just as many clueless folks giving answers (and doing a pretty convincing job of sounding like they know what they are talking about to those who don't know any better) as there is folks asking ridiculous questions.
And it's not just the dog questions.....reptiles "advice" given is more often than not absolutely horrid.....cats, birds.....I can't believe it. ANd it's the animals, watever species they may be, becuase of people sharing their incredible lack of proper knowledge and complete ignorance.
Kinda makes me want to beat my head on a wall some days.

Yes totally, people should be licenced to own just about any animal, when you see some of the ignorance out there it's scary. Not deliberate cruelty or anything, just normal people who have unwittingly created a problem pet for themselves (and the next poor person that takes them on!) and are at their wits end - everyone should thoroughly research their pet first.

I can't believe how ignorant some people can be. I'm all for legitimate questions, but if someone has a dog vomiting profusely and doesn't think it's time to see the vet, something is very wrong.

I think there is a lot of dog abuse and poor homes out there but just think if only half the people who have dogs now were allowed to have them. Breeders would be taking dogs straight to shelters because there weren't enough people to take care of the puppies that they breed. I don't think being "certified" to have a dog would help in clearing out the shelters.

Does have some attractions but actually if that came to vote I might vote against it from the fear it would turn ito the southern reading test for voting - you know the one a PhD couldn't pass...
