Select the row under where you want to window to stay (for example, if you want the first two rows to stay, select row three).
In the Menu click on WIndows
Click on Freeze Panes
Now if you scroll, the first two lines stay in place
You can remove by Unfreezing the pane.

Yes, it is possible. Use the Freeze Panes feature in the Windows menu (Excel 2003).
If you want to only freeze rows select the first row below the rows you wish to be your headers, then go to the Windows/Freeze Panes Menu item.
If you want to have both top headers and left headers, then choose a single cell that is the first one outside the rows and columns that are to remain visible.
If you only wanted left columns to remain visible, then it would be selecting the first column outside the "header"

Select the row and then go to the WIndows menu and select freeze panes
or
above the scrool bar on the right there is a black arrow and above that there is a little grey bar 2 milimetres thick and 4 wide - click on it and drag it down

Freeze or lock rows and columns
You can view two areas of a worksheet and lock rows or columns in one area by splitting or freezing panes (pane: A portion of the document window bounded by and separated from other portions by vertical or horizontal bars.). When you split panes, you'll be able to scroll in both areas of the worksheet, while rows or columns in the non-scrolled area remain visible.
When you freeze panes, you select specific rows or columns that remain visible when scrolling in the worksheet. For example, you would freeze panes to keep row and column labels visible as you scroll, as shown in the following picture.
Lock rows and columns by splitting panes
To lock rows, select the row below where you want the split to appear.
To lock columns, select the column to the right of where you want the split to appear.
To lock both rows and columns, click the cell below and to the right of where you want the split to appear.
On the Window menu, click Split.
To remove the split, click Remove Split on the Window menu.
Tip
For a quick way to split panes, point to the split box at the top of the vertical scroll bar or at the right end of the horizontal scroll bar.
When the pointer changes to a split pointer or , drag the split box down or to the left to the position you want.

Click on cell A3, then click on the "Window" menu and select "freeze panes" . If you also wanted to the first column visible click on cell B3 and then freeze panes.
If you search "Demo: Keep column names in sight when you scroll" in Excel help there is a video of how this is done.
