Don't get even, get evidence.
The only way to win is by using the law. Firstly move your sister to a quieter room to sleep for now. This method will work eventually but will take about 1 month, unfortunately it's the only way.
- Start a journal of times of when the noise gets too much but it is really important not to let the noisy neighbour know about the book.
- After 1 week speak to your noisy neighbour and ask them to keep the noise down (they will ignore you of course, go with back up if it's possible they might become aggresive - put it all in the journal when you go home).
- Keep the journal for 1 more week then get a dictaphone and record the noise, stating date and time on the tape.
- Week 3, go to your sister's school and ask a teacher for help, a short letter saying that your sister is suffering in class because she is constantly tired.
- Week 4, finish week 4 of the journal and then go to a solicitor with your letter, sound recording and journal. They are obliged by law in the UK to give you the first hour free. With the evidence you have compiled they can apply for legal aid to issue a noise complaint and perhaps get an official warning from the courts.
If you go to a lawyer without these 3 things they will simply ask you for proof, so get a blank book for your journal and follow the plan. Also ask your other neighbours (if there are any) if they have a similar complaint and ask them to back you up. Strength in numbers, but if it's just you, get evidence.

Either the police or the environmental people, check in your phone book or ask your local citizens advice! There are now laws as to how loud and to what time you can play music, if they persist they can have their equipment taken away from them!

It's called - call the police.
Keep calling until they do something about the noise.
If you live in an apartment complex, contact the landlord and complain there too.
If you live in a development with a home owners association, complain there as well.
No, it's not snitching.

If you want to get revenge without the aid of the police, you can always try to annoy them with really annoying or horrible sounding music...

play loud music in morning they will hate that if they have been up real late the night before! and a genre of music that is completely opposite to what they play (eg if they play heavy metal, play country !) that would be my revenge!

agghh sweet revenge..are they right next door? if so, and all other attempts have failed try this..the next time they play there music, play the drums on your wall with your finger nails, i know it doesn't sound much but it is really irritating for them..trust me or bang along with the beat on the wall, that will really ruin it for them, just say you really like their music and whenever they play it, just bang on the wall to the beat making the odd bad singing noise..fail that just give me a buzz and i'll come round and trash their stereo for you.

Either call the police for an immediate solution, or the enviromental health for a permanent one.

Personally, I'd go in to the house and knock hell out of their sound system with a crowbar.
However, calling the police on this one might be better.
