A VPN is a Virtual Private Network. It basically allows computers on the internet which are "not local" to join a "local area network" and operate as if they are on the local system even though they are remote.

It does this by "tunnelling" a local ip address over an internet connection.

Overly simplifed answer but thats what they do.
