A new dimension is created with a humanized dog in the story. There are subliminal messages with the introduction of this new entity.
Pluto did not receive the "gift".
Children see this paradox and wonder why there are classes of beings in our world.
Adults see the paradox and accept it, unless they want to change the world.

It all goes back to Darwin's Theory of Evolution and the wacko believers in creationism.
While both are dogs, Goofy is a more evolved breed of dog. He can speak and walk erect. Pluto is less evolved and can only bark and walk on all fours. Much like man and chimpanzee or ape.

Maybe Goofy is a different breed of Dog... I mean, Pluto and him don't look alike ^_^;

coz goofy was meant to talk and pluto was supposed to be a pet dog..
