It depends, are your fish happy? If they are, it's an art, a hobby, and a pet. That was a pretty deep question...
P.S.: There are some fish that do like being petted, it really depends on the fish's personality (no joke). I have heard of a group of Dojo Loaches that would let their owner pet them and even swim to her hand to be petted.
