My dorm is next to a construction site and as a result I have dried on cement splatters on the windshield and hood of my car.

Use White Vinegar the acid will dissolve the cement. On the hood too. But rinse with lots of water to avoid scratching with the sand in the cement!

Try spraying Limeaway or CLR on the cement---let it soak for a while, should dissolve the lime in the cement and make it easy to rub off with some warm water.May take a couple of tries.

Using a single edged razor blade will most anything off of glass. Once you have it off, then I use a white toothpaste on a rag to polish the glass and to cut through any film that remains. When your finished, you could put a coat of Rain-X on the windshield to help protect the glass.

how big of chunks?

if they are small, a razor blade will do it, and it will not scratch glass IF you keep the blade flat on the glass. The cement has nothing to bond to on the glass anyway.

MY COUSIN USED A SWITCHBLADE WITH SOME WATER ONE TIME TO REMOVE SOME CEMENT FROM HIS PASSENGER SIDE DOOR AND IT CAMED OUT!!
