What number is three less than a multiple of ten, two more than a perfect square and has two digits?

To reason this out ...

Two digits tells us that it's less than 100.
Look at the perfect squares and add two.

1, 3
4, 6
9, 11
16, 18
25, 27 ... We don't have to go any further because this one is three less than a multiple of ten. 27

10*3 - 3 = 27
5^2 + 2 = 27

I just started with 2 and squared each number in my head and then applied your criteria. I'm sure there is a formula or set of equations to solve for it but I took the easy way.
