If the dog is a purebred, breed rescue is best placed to evaluate a dog as the people who work there are more likely to have an in-depth knowledge of the breed, the correct temperament & the traits a stable example of the breed should possess. As far as finances will allow, breed rescues will also work hard to place the right dog in the right home. With the exception of the more obscure breeds, a general rescue should be able to identify the majority of purebred breeds. However, if the precise ancestry of a cross bred dog is not known, in the absence of any records being kept, general rescues can only make their best guess based on their experience/research of what they believe the dog to be. I am sure there are a great many mistakes when recording the details of cross bred dogs in rescues, which is why it is so important for the owner of a lost or stolen dog to visit the rescue in person or send someone who knows the dog. I doubt a general rescue is very adept at evaluating a dogs temperament, as they by & large would lack the real professional experience of a dog trainer & would also lack sufficient funds to be able to employ one. They therefore have to assess dogs that are in an extremely artificial situation, rather like limbo, neither a human or canine pack & make their best assessment of what the dogs behaviour is likely to be in a human pack. Many rescues do the best they can with the finite resources available to them to successfully rehome the dogs in their care.

only some do and it is due to societal conditioning. from infancy, humans are given toys and such of furry animals and when the people around them respond positively, it reinforces their attraction to these types of animals. similar to why we consider butterflies beautiful and yet moths repulsive.
