Its not 100% possible - near match is possible.
Both printer and monitor need to be calibrated.
More costly printer and costly monitor - more color accuracy.
More costly - less requirement of calibration.

Each output device must be calibrated. The only way to calibrate color fidelity on a monitor is by using a monitor colorimeter, such as this one:

Printing is a different problem altogether. Usually you'll need a scanner and some sample color sheets to scan. I think the maker of the ColorVision Spyder above has a "suite" that also does calibration on printers and scanners, but they aren't cheap.

Ditto to Elton's answer.

Also you should get a program to make sure that your monitor is setup properly to display colors and luminance properly. Check the gamma very carefully, along with the temperature setting and hue. The colors you see on your printer may in fact be correct and the colors you see on your monitor may be wrong.

A good monitor makes a big difference in seeing true colors and even ambient lighting makes a difference in what you see on your computer monitor.

So, make sure your monitor is properly calibrated before you search for other problems.

Printers follow the CMYK color scheme. Your monitor displays RGB.

If you have a photo editing software, change the mode to CMYK so that the way it appears on your screen (colors) is the way it's going to be printed out.

RGB is used to create images in screens and display while CMYK is used in printing to paper or other media
