The USA has a FEDERAL GOVERNMENT.

This means that there is a CENTRAL government that kind of oversees all 50 states plus territories (think FBI) but each smaller area has a certain degree of autonomy or independence (think your state police station).

The central government deals with foreign policies and national issues and the state and local governments deal with everything else.

(I know this i a bit oversimplified but this is the jist of it, really.)

The question is a little confusing, but I think what you are asking is what is kind of system that is made up of multiple levels of sovereign independent governments like the US has. It's called a Federal system.

"...what kind of government does the 'usa' [or 'united states'] have?"

Please take a good look at what you wrote.

Are you a little bit embarrassed?
