If you're going to hem the bottom, put on the pants and measure how long you would want the skirt to be. Add about an inch and a half. Mark on the front and back, then cut. If you don't want it hemmed, just don't add the inch and a half.
Then, after cutting the pant legs off, take out the inseam. this should leave a skirt with a triangle shaped opening in the front and back. You can fill this in with some of the extra material from the legs of the pants or leave it open depending on how you want it styled. It's sometimes fun to put in a different fabric there to add some flare too. :)
When I would make a pair of pants into a skirt, sometimes I would take the leftover material to make a purse too!

I won't give you long and uneccessary instructions or some website link but I am a sewing freak lol. No, lol i'm just a girl that sews & doesn't let things go to waste! Cut the jeans the length of where you would want it to be, in your opinion-not too short and not too long either!, Cut the in seams of the jeans, meet the two seam sides together and sew them together! You've already cut it for length so just throw it in the washer and you'll get the raggedy effect!, Wash it until you have the discoloration effect you wish to have! Hope I helped! GL! :)

Chop them off roughly at the length you want - then open up the leg area and use some of the chopped off leg length to make patches to fill in the two gaps. Drag some of the threads out of the cut off bit to make them look torn and maybe dab some bleach on a cloth on them to fade in parts.

cut the legs about mid section, now cut the center piece and use a razor to made it look torn at the end and to make it look faded put some white clothes in the washer with it. Good Luck I tried it too!!!
