There may be some in other countries. The only decent programs I know of in this country which don't require the GMAT are some of the Executive MBA programs, but most of those require substantial high-level work experience instead.

In the USA, it's considered a major warning sign if you don't need to submit GMAT. This isn't counting programs that may waive the score in lieu of the person already possessing an existing masters degree or beyond.
