It's from "Bruce Almighty". In the DVD extras, Director Tom Shadyac said they were hoping people would catch on and make that phrase as popular as "Alrighty, then!!!" from the 2 Ace Ventura movies. Obviously that didn't work.

Ace Ventura Pet detective. I think he did that while acting out like he was scoring a touch down and then did it in reverse slow motion.
