Ice. Mostly water ice.
Water ice is white, though, and Saturn's rings are striated. This is believed to be caused by contamination from different types of particles like rock and organic compounds.

Mostly ice dust and water held in orbit in space. the rings also keep getting bigger because the rings millions of years ago were small and more dust ice and rocks got stuck in orbit. hope that helped
