not sure what you mean by "care free"
but this is how I think to interpret what you mean..

1) yes, subject on sex is very liberal in the country. Prostitutions to legalising same sex marriage is just part and parcel in dutch life. No big hoo ha.
2) dutch tends to be more "me and myself" so - it doesn't bother them much how "wierd" and care free you are .. because everything to them is weird enough!

NO- they are not so "care free" if you are an immigrant to the country.
they expect you to speak dutch fluently... and if you try speaking dutch to them without the accent, they think you are weird and most likely they'll alienated you.

In many ways it's the most carefree place I've ever visited, but it had something to do with the "greenhouse effect"
and the warmoestraat....
It's also very peaceful tranquil, super interesting, international atmosphere in Amsterdam, youthful, healthy (except the junkies), fun, maybe friendly (depends on you),

But there are cares there:
People care about world affairs and injustice, so they do take life seriously.
They also care that many narrow-minded people have come to live there and take advantage of their open hearts
and have taken away the even more carefree atmosphere that I remember best when I spent more time in Amsterdam,
1985-1992.
But I was younger and cuter then, and as now I'm an oude hoor,
I think living there now I'd need a lot of money to be carefree, or at least a Dutch partner.
I'm American, but Amsterdam is where discovered true love, so ti's the home of my heart.

In a way they are care free. They do have a lot of freedom because they bike everywhere, so Dutch kids going home from school can just stop by their friends house. They are a bit laid-back, they don't worry as much. They aren't really care-free, they are very careful and take their time.

I don't think there is such a thing as a care-free country. But, yes, they are fairly laid back and do have a lot of freedom. Examples: Weed and Prostitution tolerated. Openness about sex. Gay-friendly. More than two political parties to choose from when you vote.

Yes the Netherlands is a "care free" country but it is not only the dutch who create this atmosphere I felt that particularly in the large cities like Amsterdam, all the foreigners/tourists made it into a "carefree" place as well. I always felt when going out in Amsterdam that everyone was attracted by the carefree, "anything goes" vibe, and therefore created it as well..if that makes sense? :-)

Yes. I am originally from North Carolina and I have lived here for almost 2 years. LOVE IT! Very relaxed atmosphere and people aren't in a hurry to do anything. It's great when YOU'RE not in a hurry, but when you actually need to get things accomplished, it's a total fiasco. Example: it takes the state department up to 4 months to process paperwork here and the customer service is HORRID since nobody really cares about anything.

Dutch often picture themselves as a care free and tolerant society. But having lived here for 6 years, I would say that It's just their perception (compared to the rest of the Europeans).

Compared to Texas, hmmmm... I guess yes! they really are!

Yes, they feel more free than(i think) in other countries. this, sometimes, makes them a bit more rude.
