Windows has it's own inbuilt Burner,or you can try:
Roxio, Nero, Cyberlink Burning Programs (There are loads of others)

It's better that you use DVD-RW disk. So you're not wasting any more blank DVDs.

you can copy anything onto any dvd disc's.
I have recently thrown all my photos on them.
