A multiple regression analysis is meaningless if either the ind. or dep. variable is a dummy?

Which is it?; if it's the dependent? My dependent variable is whether an election passed in various cities. How can I make this meaningful? Would I have to do 2 different regressions; one for cases of election failure and one for election passage? Thanks for your input!:)
