Actually they have 2 different meanings.
Both mean there will be a mixture of the 2 however,.......
Partly Sunny means that there are more clouds than Sun.
Partly cloudy means there will be more Sun than clouds

Partly sunny is used for forecasting.

Partly sunny means a fair bit of cloud and partly cloudy means mostly sun.
Simple right. But why don't they say mostly moony at night then?
