Usually writers with literary agents are the only people (now or days) that get seen by network executives. You need to network network network your way though Hollywood. And really that's the only way to get your stuff seen.

Like the one's above me said: it's someone else's job to come up with ideas for a show.
We may come up with ideas (a special U-Turn blinker on a car) and think they'd be great - but the only way to see those things happen is to jump into the field and become someone who does those things.
If you really do come up with excellent ideas for television -- trust me, Hollywood needs you! They've been recycling the same crap for oh-so-many years. If you take the Dick Van Dyke show as a model -- you can see it applied to Everybody Loves Raymond and King of Queens, it's all the same idea with mildy different circumstances.

If you don't have a 'track record,' chances are nobody will be interested in just the idea; you should write at least one script. I'd get the WGA (writer's guild of america) directory that lists all tv/film writers with professional credits. Send them a professional looking letter. First, though read a book on writing for tv. There are lots on amazon.

You can't! Production companies have writers, as part of their production team, that write scripts for the television shows.
Ideas in Hollywood are a "dime a dozen," everyone thinks they have an "idea" for a televison program, motion picture, Reality Show, etc.
