Don't let those who are afraid of law and order frighten you - the unification of the Qin Dynasty and the end of the destructive and lawless Warring States period (476 BCE - 221 BCE) was brought about by Yingzheng, who conquered the other six dukes (Qi, Chu, Yan, Han, Zhao, Wei) after ten years of war, and named himself Shi Huangdi (First Emperor), and has been called Qin Shi Huang by historians.
What people who criticise Shi Huangdi fail to remember is that none of the other dukes were any more enlightened than Qin - none were as capable of unifying and centralising what many centuries later became the nation of China as Qin Shi Huang was. Yes, he united it and centralised it.

He did not unite his empire, but rather created it. He did it by killing off males of opposing kingdoms. Kingdoms without males dissented less.
