Deadbeat fathers of the world should be penalized in every aspect of their life for not providing finanical support for their child. Deadbeat fathers are a pandemic of our world and there should be hard consequences when one does not fulfill their duites.

I don't feel that not paying child support makes you a dead beat parent. Its that and so much more. They have to be a dead beat before the children come into the picture because a real parent, are real person who cares for others and takes care of their responsibilities would never have to be pursued for support. How long would it take to be considered a dead beat? That is an amazing question. He might have been a dead beat before the child was born, but when she the legal aspects affect him? Immediately. If you are not married than the non-custodial parent should immediately have their wages attached, even if the couple is still together. When it comes to divorce, the same should occur as soon as the divorce is final. Then there is never any misunderstandings.

Does time spent with the children enter in to this or are you strictly working on the funding aspect?
Yes, every parent should be held accountable. Missing 2 payments would be considered dead beat as most people live check to check and this could force the custodial parent into dire straights.
There should be a percentage fine for missed payments- make it stiff like 25% and should be immediately garnished from wages. Putting them in jail would also mean loss of future wages and child support so is not ideal. If 4 payments are missed then mandatory parenting classes should be enforced, along with the fine. 8 or more and jail for 30 days, along with fine and classes. Hopefully they get the point by now!
A pipe dream I have is free counselling for the children when this happens- they suffer financially, emotionally and spiritually when a parent opts out of responsibility.
( And I firmly believe it should be deadbeat parent, not dad as there are many dads out there raising their kids without the mothers financial or physical support)

There is no set measurement of time for becoming a deadbeat dad. If the mother is not able to care for the child independant of the father then he is in the category immediately. If there is a dispute over whom is to take care of the child then it needs to be resolved ASAP. Both parents are equally responsible and when it is determined as to the quality of care for the child then it is up to both parents to make sure it is adhered to. The father is responsible for half of everything that the child NEEDS to be taken care of and if he can not, or will not step up, then his parental rights should be compromised or revolked. Of course depending on the state laws and how they apply. They are not always fair and all cases are unique, sometimes the father gets screwed too. But consequences should be immediate. I hope this helps with your thesis...

First of all, its not just dead beat dads, there are moms too.
In Oregon, after 3 months of not paying a process is started. First they send the "deadbeat" a letter, then start garnishing wages, then suspend your driver lic, then they send them to jail. Of course this all dependant on them being in Oregon and getting caught.
My "ex" has NEVER paid anything in the last 16 years, I've given names, addresses, employment info, etc.... to the authorities, but because he lives in another state-NADA. I think we need a Federal Guidline or Law to handle Deadbeat Parents. Good luck with your thesis.

They go to jail if they do not pay. I don't know if this occurs often in today's society but I know like 30 years ago this was often.
Although the dads were called deadbeat. Quite a few of them weren't. Their wives just shielded them fro their children for no reason.

well my dad left me when i was nine years old, eight years ago, since then he has missed numerous dates for alomony payments me and my siblings all hate his spineless worthless guts and i haven't talked to him in 3 years yes thats including emails letters b-day cards etc. i would think that it takes a couple years for a man to become deadbeat, and it should be up to the family that the man left to decide the concequences for instace theres court.
