He's fantasizing about her because he likes her. If he smiles when she looks at him, he's trying to get her attention; if he continues to stare "through" her when she looks at him, or doesn't look away, he's somewhere else and doesn't notice her. If she really wants to know, tell her to go up and ask him, nicely, why he's always staring at her.
