take your car to a small exhaust shop and tell them you want a free flowing exhaust from the cats back they will put a new muffler and tubing on and then go online and buy an air intake and good filter this will give you performance and sound for cheap

a can of spray paint, and sugar in the gas tank sounds pretty cheap to me. lol just kidding. seriously if you don't have a lot to spend i would put what you can into maintaining it in good shape so when you have the money you can really modify it the right way. good luck
