That being said, it really shouldn't be your focus. BUT you did ask how to begin the right way and how to do so safely. Your options may be limited in some sense because there isn't a lot going on in Louisiana, in fact the nearest legitimate agencies will be in Florida so travel will be necessary when your potential career gets to that point. Until then. you need to make sure you have your parents full support, get yourself into school productions, local theatre productions, acting, singing & dance classes... everything that you can, get into it. Don't concentrate on fame, concentrate on work ethic including school which should remain your main focus. School cannot fall by the wayside or you will never attain your goal. The kids you see on tv and in movies are SMART. You need your education in order to have a career in this business. Once you build a resume and get several roles under your belt, look for an agent. Mom will have to be willing to travel with you for auditions and that's a huge committment, but if you're an excellent student and she see's how dedicated you are to your potential career she may be willing to do that for you.
Check out Sag.org when you're ready. There's good info for young performers and you can search for an agent as well, but like i said the closest you will find to you is in Florida. You do NOT pay legitimate agents until they help get you a job, remember that!

With me I attend a high school of the arts in my city. There im able to be a theatre major and dabble in the other arts. like some of the previous girls said you most have a passion for it. I live and breath acting it's one of the things im good at. You need to be willing to start at a small base and grow from it. Where i've started was with the local theatres around my town. Right now im doing commercials and ad's. Next month i am trying out as an extra in a small sitcom. To tell the truth im happy just doing theatre the aspect of fame isnt something im dieing to attain. You cant suspect to shoot up to fame immediately it takes a lot of work and a strong thrive to be an actress. But once you have shows and other things in your portfolio people will start to take you serious no matter where you live. Fame shouldnt be the goal doing what you love should be your goal. Well, to be a "famous actress" is entirely different from being a "successful actress" or "professional actress."
To be a "professional actress" or "successful actress" you should start by just building up a resume. Try doing local plays/musicals with a theatre group. Then you could try and get local commercials, infomercials and print work.
From there you could branch out to local/regional work in the nearest major city.
Then, you could try guest spots on Tv shows, and subsequently BIGGER projects.
This all takes time, you have to work yourself up!
Also, know that to get successful bookings and auditions, you will want an agent. Look up resputable agents, or ask someone you know in the arts if they know of any good agencies, then send in your HEADSHOT, RESUME and COVER LETTER.
Don't even bother with online casting websites, they are usually scams.
Anyway, wait 4-6 weeks to hear back from the agencies. Then you could send postcards out.
Hopefully one will be interested and sign you/ask for an audition/meeting!
Also, remember that anything that requires you to pay before you get work is a scam.
An agent or whatever, gets paid when you get paid!
Typical agency fees can be from 5-15%.

You can become a successful actress. You should definitely enroll in acting classes and start out with plays in your community's theater. but you may have to sacrifice a few things and may have to move over here in california [many actresses and actors have done just that] you have to give up a lot and have a real passion for it. But dont let others discourage you. You also have to get headshots and start filling up your resume and try getting as skilled with different sports, music and impressive things. It takes a lot but you can get lucky and become successful

Don't become an actress for fame. The famous ones are in the 0.01%. Do it because you love it, if you're getting into it for fame you're setting yourself up for failure. Not trying to be mean but I am a working actor in NYC and that's just how it is.

same here! i live in alabama, and there is like no theater group in my county. i either have to go all the way to georgia, florida, or the county right beside me.

you might wanna start with actually having talent. most teenagers just want to be actors/actresses for the fame.
