The San Francisco Bay Area! It's got Ghiradelli Square, plus Joseph Schmidt Chocolates in San Francisco and Scharffen Berger chocolates in Berkeley (they give tours).
If you want more traditional chocolate, you can also visit the Hershey's factory in Oakdale, CA - it's about two hours away.

Re Hershey Penn, I went to see the chocolate factory when I was a kid (1960s) and it was great; plenty of free samples were given out. I later returned (1990s) as an adult and found that the factory tour had been replaced with an exhibit and no more free samples! I felt ripped off. I don't recommend going out of your way there
