Salvage means it's been wrecked. He didn't add parts, he replaced them. Big difference.

A salvage title is usually given to a vehicle that the insurance company has declared totalled. For a motorcycle, this "totalling" can often be from cosmetic damage (plastic cowlings) which is more expensive to replace than the book value of the bike.
This isn't always the case though, so you have to carefully inspect a salvage title bike for things like frame damage, fork damage, and other not-openly-visible defects.
As for replacing a front end: That would not, in itself, cause a motorcycle to have a salvage title. Changing a frame might however, if the replacement frame was from a bike with a salvage title.

Usually a bike is declared "totaled" when the frame is bent beyond usable status and is changed.
To get a new frame, the manufacturer requires that you cut the steering neck off the old frame (the vin #s are on that part of the frame) and mail it to them.
They will then send a new frame with a new title.
You can use a frame from a different bike, but you need the title from that bike to register your bike.
Any damage other than frame damage, can always be repaired (engine, forks, steering stem, plastics, electrical) so any non frame damage would not declare the bike as totaled.
Changing parts from one bike to another, will not require a salvage title.
It's the same as buying new parts to install on your bike.

No it doesn't. The bike was probably totaled out by the insurance company at some point.Changing out the front end would definitely not be reason for a salvage title. There was more damage to the bike than just the front end for it to have a salvage title. The guy is trying to pull a quick one on you.

No adding parts does not make it a salvage title. The term Salvage (at least in Washington state) means the vehicle has been declared totaled

Not in California.
A salvage title is given to a vehicle that an insurance company or CHP inspection has declared "totaled." It may also be given to a vehicle that has been stolen, or a vehicle that has been donated to charity.

Yeah, fairly lots the comparable place that maximum adult males might take an further 3 inches. yet having suggested that, i'm fairly short. i might get extra action if I further 3 inches to my overall top. except I take the three inches downstairs, yet then walk around devoid of pants or underclothes. for sure if I do this, i'm going to probable finally end up in detention center, and that i certainly do no longer want that type of action. So, i'm going to basically be 3 inches taller, please.
