most people on earth were dead due to a plague or something similar and I remember a woman calling every number in the phone book to try and find someone that's still alive? Any ideas?

Definately not The Omega Man (remember it well) and i'm sure it was a movie rather than a mini-series. Thanks though, Jenny B.

It felt like it was filmed in the late 60's or early 70's.

It also wasn't:
"Where Have All the People Gone (1974)"
or
"The Last Man on Earth (1964) "

I don't know, but that sounds a lot like something that was a part of 'The Martian Chronicles' [released in 1980] with Rock Hudson in the lead role.

There was one story of when the majority of the people in the Martian colony went back to Earth, but the few people who remained were few and far between.

A man played by Christopher Connelly was in this one town by himself and the phones started ringing all over and when he was finally able to catch one while it was ringing the voice on the other end was a woman played by Bernadette Peters. She'd been calling every number in the phone book looking to see if there was anyone still on Mars other than herself.

They agreed to meet in the town where she was living and when he got there, she had lots and lots and lots of demands and things went steadily downhill from there. He finally got fed up and returned to where he'd been living before...alone.

I believe when 'The Martian Chronicles' was first released it was as a mini-series, but I'm almost certain I've seen it as a single movie.
