Well since you haven't said what the legal problems are, I can't really advise you who to tell, or talk to.

Yes, no question. The fact is that the legal problems you are facing probably will have an impact on her in one way or another, so its unfair to not share the information with her. Also dishonesty is very hard on marriages, so unless divorce is appealing to you, I would share the problem with her.

I think honesty is the best policy. If you are like most guys, myself included, we don't always approach sensitive subjects like this in the best way. So, tell your wife, but ease into the subject and make sure she completely understands everything. I dont think you should hold anything back, because it could come back to bite you in the *** later. Think about what you are going to say, how you are going to say it, and wait for the right moment.

Depends. Are we talking about a speeding ticket? If so, there's no harm in keeping it from her. On the other hand, if you were arrested for posession of 2 kilos of coke, or you're on the run because a donkey party tape surfaced at the high school you teach at, then yeah, I'd say you better spill the beans now before she finds out herself. :-)

she would probably want to know and ur bringing added stress on yourself by worrying about that too. People normally feel better wen they talk about things and it'll be a lot of weight off your shoulders! It's still your choice tho and I really hope everything turns out okay and gets sorted out!

if they are serious legal problems and you could be convicted and sent to jail/prison, tell her to give her time to prepare for the worst. Also, I am sure she would want to be supportive of you in this time.
