Your body only increases the WBC count when you have an infection. When the immune system is activated by an 'antigen' like bacteria, WBC are made to combat the foreign microbe and then to collect information about the structure of that bug so the body can make an antibody specific to that enemy if it doesn't already have one 'on file.' By keeping the antibody 'on file' like a memory of it, this allows for very fast detection of that bacteria should it invade the body again.
So your WBC should not need to be increased unless an infection is present and your body will do this on its own.
There are different types of WBC. The major players are T-cells and B-cells. T-cells hold the memories of previous invaders and when they 'recognize' an enemy, have the ability to activate the B-cells which will proliferate or produce many WBC for fighting off the invader.

Medication can alter your immune system's ability to target foreign invaders. Like Steroids, they mask bacteria and other triggers to prevent the immune system from responding. The immune system is very powerful and highly regulated within the body.
