Is there a word for taking clips of someone speaking and rearranging it to make them say something else or sing a song or something?

Taking clips of someone and rearranging them is called editing. Dubbing is laying one sound over another, sampling is getting the clips in the first place and mixing is combining the original sound with another.

That is an amazing concept. . .I suppose it could be done and then even shown as evidence in court. . .

They will not allow photographic evidence in court now because you can alter the pics and get such good resolution that it is impossible to tell fake from real.

And now YOU think of doing it for political speeches or whatever. It will be disastrous~!! Can nothing remain sacred? ? ?

Yes there is its called "dubbing", and you can make them say anything as long as they have previously spoken the words.

It would be illegal without permission, but if you had permission you wouldn't have to do it in the first place. Liable, probably, which you can be sued for.
