1. Are they nocturnal?
2. I have a 65 watt bulb directly under their little house thing. It's on the screen top. Across the tank vertically, i have the heat mat. Too hot? Where do i put the lamp if it's not supposed to go over their food or water?

Yes, leopard geckos are nocturnal, so the lighting isn't a huge concern, though I do use UV-B lights on a normal day-night cycle with my geckos. I don't use heat lamps, and I use undertank heaters over half of their enclosures. This produces a gradient, so they can choose to go to the warm side when they are chilly, and the other side to cool down - this allows them to thermoregulate with ease. It is important to monitor the temperatures, especially on the warm side! I would recommend buying decent digital thermometer with a probe (~$10 at a Wal-Mart-type store), and check the temps regularly. If things are too hot, add more layers of substrate or use a dimmer to control how much heat is produced. The benefit of using an undertank heater over a lamp is that it produces heat from below, which keeps their little bellies warm and promotes healthy digestion.

1. Yes they are nocturnal.

2. I can't tell you if it's warm enough or not. You'll need to get a thermometer to tell you that. An indoor outdoor thermometer shouldn't cost you more than a couple of dollars and you'll be better able to judge. Don't put it over their water or it'll evaporate faster. If you have an undertank heater that should be enough heat, they absorb heat through their bellies anyway. Use a flourescent light for the light it'll waste less electricity.

Yes-nocturnal so they don't need a light bulb of any kind. Under tank heating pad is fine under one end of tank. Use and indoor/outdoor thermometer with a probe on the end and tape it to the floor of the cage to monitor temperature. You can use a dimmer switch to control the temp--it should be around 88-91F. www.reptilerooms.com is great place for care info. check out the forums.

yes they are nocturnal and yes the bulb will be enough

But the heat pad... it is a HUGE fire hazard! you should take that out. I have had 4 leopard geckos b4 and now i have 3 because one died because a heating pad gave her burns!
