Iraq was run by a dictator for decades. Every competent person who wanted to work became a member of the regime. They are now all dead or banned from office. Those who are left are members of a number of religious and ethnic groups, with centuries of grudges, who all hate each other and see the primary goal of any new government as eliminating or subjugating all other groups. Iraq's only functioning economy is the occupation. There is no working power system, water system, few jobs, few roads, few bridges, few schools or hospitals, no working infrastructure on which to build a functioning nation.
We dropped thousands of bombs on Iraq, killed all their leaders, and now we wonder why the country doesn't work better. What the hell is wrong with us?

The competence of the Iraqi government is marginal at best, right now. The people there have not been raised with democracy or a decent legal system, but with tyranny and corruption. It is going to take some time for them to get the knack of rule by majority with respect for the minority, and rule of law instead of by kinship and bribery. They are working on it. Sometimes they need a little extra push of encouragement.

The Iraqi government , in my mind, ineffective due to the fact they are not really responsible for the welfare and well-eing of their own population. The sectarian violence is a testament to this statement. If the elected officials can do nothing to quell the violence against each other, the goverment loses all creditability for in Iraq and by the outside world. We are not doing them any favors by not requesting they get tough and crack down on the terrorists basically trying to destroy their young 'democracy.'
