I have wondered that for some time, since most of Detroit seems to have moved down to Ohio for the better welfare programs.

The people who are left in Detroit are so poor that they can't move to Ohio for the welfare programs. There are not decent paying jobs in the city so the richer people moved on to greener pastures. So whats left are the poorest of the poor and the middle income people who have a job but just barely. Detroit has the highest unemployment rat in the nation right now.

Because of the city govt. and suburbanites that come into the city, do their dirt, and go back home.
