He's a common orange goldfish. His gill covers are rolled upward and you can se inside. He's always at the top like he's gasping for air but I have an air pump and the other goldfish are fine.It's really irritated open and I don't know what to do?

That is a genetic malformation of the gill plates or a possible result of stunting if the fish has been in a small tank too long. Unfortunately there is nothing you can do to correct it.

The problem you are having is ammonia spike. You have a hig ammonia. Change the water.
