Your post is a little confusing.
On one hand you say he refuses to to return your property.
But on the other hand, you say he refuses to talk to you.
If he doesn't talk to you, how did he refuse to return your property ?
Or did he refuse to return it, then stopped talking to you ?
Have you actually tried to go pick up your property ?
A couple of questions.
1. why didn't you take your personal property with you when you quit?
2. how do you know they didn't throw your stuff away already?
If you left your stuff on company property when you quit, thats pretty much the same as abondoning it.
They are under no obligation to contact you, so it can be returned.
They have no obligation to hold the property for you to come pick up.
The best you could hope for, is they somehow did keep the property, and if you went to your previous work site, they would give it to you.

Best thing to do is to send him a Certified (return recept requested) letter indicating the items that belong to you personally and requesting that he return them to you or make them available to you for pickup by a certain date. If there is a monetary value to the items start determining what your loss is. If this is a business owned by some corporation as opposed to a privately owned business, send a copy to his supervisor or owner of the company. You will get the items just be courteously persistent.

Calling the police will do nothing but waste the officer's time and your effort. Even in a civil standby the police have no power to force the employer to grant you access to the building.
you need to file suit in small claims court for the value of the items still at the worksite.

Iwould go there and ask for your personal things, if he refuses tell him you will consider it a theft and leave, call the cops for a "civil stand-by" to get your property.

You should be able to get your private property returned but may need to go to court to do it. Contact a lawyer for advice.

He has no rights to hold your personal property. contact you local police and they will get your things back.
