They cannot "talk" like humans can, but they have a form of language

As theory goes - humans can vocalize responses (talk) by sending air across the 'voice box', certain muscles in our throat that create a wide range of sounds as they vibrate from the air. Vocal cords are actually two thin muscles. These vocal cords are the way they are in us because of our erect posture - we stood up, and they lengthened because we had to hold our heads upright. Monkeys, though able to walk on two feet, are not built for it (though some seem it). therefore, their vocal box is much smaller, and capable of only certain sounds, none quite as complex as our own.

They can communicate, as they have the mental ability to 'know' what is going, if not the essence of self. They communicate through vocal screeching and quieter grunts and emphatic noises. They also have learned sign language. This shows that they do want to communicate - and so if they had vocal cords they probably could.

Because of a genetic difference in a brain protein. The actual difference is just one small gene: we have a T and they have a G. This makes them unable to have an actual language the way we have it, they can't talk. But, they can communicate.

in the human brain, a section called wernicke's area is responsible for our ability to communicate using language and speech. In most other animals, wernicke's area is absent or significantly smaller. The smaller speech portion of the brain diminishes their ability to speak, leaving them only with the ability to use unorganized but somewhat distinct systems of grunts, screams, etc. Similarly, when people damage wernicke's area, they lose the majority of their ability to speak. They still think clearly, they just have trouble forming words.

They can talk and they have other types of communication but they have not evolved to have the type of complex spoken communication we have.

they talk to each other. they have their own language. they dont speak english. why should they?all animals talk in their own way.
