So what is the word to describe this event? Like I need to find someone who is unrelated to me and then I sign a statement (for a certain pupose) in front of him/her in order to let him/her to proof that is my real signature. so I can bring this statement to another person.

What this event/action call?
What's the SOMEONE UNRELATED TO ME call?

I think what you're looking for is notarization. A Notary Public is usually licensed by the state to legally witness documents. There may be a fee for the service. You can find a notary in most banks, I think.

If you just have a document witnessed by just anyone, depending upon the importance of the document, it might not be as legally binding.

It is called have the document Notarized. It is a legal term and in order for it to be legal, the witness must BE an actual notary public.

i think they probably mean a notary. It is someone who comes to wherever you are and witnesses your signature.
