The Office of Vice President Dick Cheney proposed to abolish the Information Security Oversight Office (ISOO), the executive branch organization that oversees the national security classification system, after its Director insisted that the Vice President comply with reporting requirements that apply to all executive branch entities.
Rep. Henry Waxman (D-CA), the chairman of the House Oversight Committee who revealed the move today, said in a letter to the Vice President (pdf) that it "could be construed as retaliation" against ISOO.

He's throwing up legal roadblocks. They'll slow the investigation into his dirty little bag of unconstitutional secrets. Just more evidence of how this WH works. Lie, Deny, Divert, Delay - and start all over again.

His argument is that the Office of the VP is a separate office from the President. In truth, it is. The VP is the President of the Senate, and responsible for breaking all ties in the Senate.
Further, it is possible that a President could and would have a VP from an opposition party. Say for example that Bloomberg enters the race with McCain or Lieberman as a VP. Say he splits the college to prevent a plurality from choosing a President Elect. Then the vote goes to the House, etc.
You could have a VP who is a republican to a Pres who is a Dem. obviously, the president cannot fire the VP, nor can the president force a VP to resign.
It is a point of nuance. personally, I agree that it is something that needs to be defined. Is the Office of the Vice President a legislative office, and executive office, or a hybrid of the two? It is as of yet perfectly defined, and deserves extrapolation.
Should be some interesting points to look at.

Cheney and Bush have long made their contempt for te laws and Constitutional protections of the liberty and privacy of American citizens quite clear.
This is simply one more effort on their part to evade accountability and place themselves above the law.

Probably because it's another pointless layer of bureaucracy that accomplishes nothing except making simple things much more complicated.
I don't know about it, I just know bureaucracies.
