Dolphins are but that's only because we are able to work with them more often then the others. Orcinus Orca, are another intelligent marine life.

the most intelligent marine animal is the dolphin it has the same intelligance as a 5 year old and that makes them the most intelligent

Intelligence is hard to determine in animals, but, based on brain size, the dolphin usually gets high marks, along with other manine mammals.
Now, an octopus cannot balance a ball on its nose but that doesn't mean that it is "dumb". How do you rate intelligence? If an animal doesn;t learn, it is "stupid" or it is making a conscious decision NOT to learn it?

Toothed whales (dolphins, orca, etc) are in the top five when it comes to non-human animal "smarts". They are up there with stuff like apes and pigs.
However squid/octs and the like do make it into the top ten of "smarts". Depending on who you talk to they tend to rank around 7 or 8 on the list.
