You could have a blank planchet/coin blank that missed the striking presses, or a counterfeit blank made to deceive vending machines. Assuming that you have the former, they're being sold for $1 to $3 depending on the cent and planchet type. There are two type of these blanks; one which has been freshly cut in the blanking press(known as Type 1), and the other which has slightly raised rims after going through a softening process(Type 2). Type One planchets are slightly more valuable than the finished Type 2, but they are more difficult to authenticate. A genuine Type 1 will have a rough edge, and the blank may be off-color or grainy looking rather than the nice and shiny looking counterfeit blanks with no upraised rim and a smooth edge. Coin blanks are not rare and are inexpensive for the common types.

No if the penny is completly blank it can't be proved that it is in fact a penny. If it is a "mis-strike" then it can be worth more than a penny. If you just have a circle of copper then sorry its only copper. A mis-strike is considered a coin that only has one side done properly or is half off ect.

It could be a blank planchet. They are not that rare. There are 2 types, one has the rims raised and one doe not. First see if there are scratches on it, or buffing marks. Someone could have taken the images and legends off the coin. If it looks ruff and beat up then you know they did. In the end someone needs to see it and that should be a coin dealer. You could also see if there is a coin club in your area and ask a member, someone in the club will know.

you might have to make sure that it really is a penny becuase it could be a fake, there are many coin collectors that you could disscuss with or groups online that do collecting you would have to check, but if it is real i think it would be worth some becuase it is unique
