Lucy from Peanuts is a horrible manipulative cow. I've always found Ariel from The Little Mermaid to be not only manipulative but incredibly whiny.

i think you hit the nail on the head so i must think of another manipulative cartoon character..... i suppose it was BooBoo, Yogi was forever trying to get him out of trouble and BooBoo was rather mean spirited at times
