Personally, I have ran several campaigns for limo companies and depending on if you want to target corporate limo service or special events they keywords to use differ.

Based on the keywords you are asking about I would stick to the Geo targeted keywords that contain new york etc. You can also target you ad to appear only in the five boros based on adwords and yahoo's advertising platform.
