Yes, there is a way. You should have the computer owner's permission first. Anything else is illegal or likely to be illegal.

Unless you know your way around networks then yes. But be advised. It's illegal and tends to lead to long prison terms and confiscation of your hardware. Don't do it. Not only is it an invasion of privacy, it's also classified as fraud and identity theft. The maximum prison sentence for each is something like thirty years.
Plus you would need that person's permission to do so. And that permission may or may not be so forthcoming. Just stay away from that kind of activity unless you're actually helping the person troubleshoot their computer in which case they would send a 'Remote Assistance' request to you, thereby allowing you access to their computer.
Remember. Anything other than helping is a crime.
